Just got thru refreshing the engine and I'm ready to ride...thats the only thing stopping me!!!! You can also email me at [email protected]

Well,
It sounds like a ground problem. A loose connection somewhere. Finding it may take a considerable amount of time, but you'll check out all of your grounds to ensure they are tight and clean. A little rust is all it takes sometimes.

Hope this helps.

C-Note,
First welcome to the site:waving:

Sounds like the ground at the flasher under the radio or the instrument cluster doesn't have a good ground.
Also you said your engine is fresh. It's a good idea to install the braided ground straps from the body to the engine.Your ignition and electric choke will like that. The ground from the block to the neg post of the battery isn't enough.:(

The 4 way flasher in the fuse block will have power when the 4 ways are on.

Does the headlights, dome light, heater blower work?
How about the back up lights?

Good luck,
