Default Is this safe to ground?

I can’t figure out where this ground wire was for the life of me. The ONLY hole within its radius is this one and I’m 90% sure that’s where it came from. Thoughts of it being screw > plastic > ground terminal > dash metal ???

Looks like a 5/16" hole. Is the screw on the end of the ground strap look loke this?

If not it will be a smaller size 10 hole that you are looking for.
