Lesson learned the hard way, ALWAYS check and double check everything and measure, and always cut the filter open after break in, it tells all kinds of stories and you would have known right away...

You were very lucky that the piece fell out of the way immediately when it broke, usually it gets captured in the oil and ends up staying there and run over by the pinion gear, that's when you hear...

You would need to get a new set since these are mated, they definitely need to be changed, just a matter of time before the rest of that tooth breaks off and destroy the whole thing.

Re: Pioneer 3/8" rod bolts
Use the stretch method for accuracy. I believe those bolts are knurled which is a flaw, keep that in mind if you decide to do some high rpm stuff.

Did the lifters clatter right from the start or come in later?, did you cut the filter open after break in? and why new rockers?, how much shorter are the pushrods from stock? couldn't have been that...

How much oil pressure do you have, and do you have oil flowing at the rockers? BTW, are you using a Rhoads type lifter?
