That is an extrememly good weight percentage for a stock frame and unibody. Most cars with a good percentage are either full frame set ups or have a lot of weight trimmed off of them.

It is possible that the previous owner put the wrong ohm sender in the tank. A 30ohm sender will only read 1/4 tank, when it is full, with a 90 ohm gauge.
