It should only engage when the back barrels open (which are controlled by engine load not throttle position). You want some slack in the cable such that around 3/4 throttle it hits the stop and starts pulling on the cable to drop the tranny down one gear. The TH350 will down shift from the gear shift selector and will run all day without any problems without the cable connected (many tranny builders leave the connecting rod and hook off when building a performance transmission, disabling the function).
To adjust the cable, release the lock, push throttle to wide open position and push the lock closed. This should put it into the correct place for everything to work.

Nope. The only thing that matters is the position of your throttle arm. The cable must be pulled when you are at wide open throttle if you want a passing gear.
I run without one, but mainly because mine won't reach my carb
thanks guys, you've unlocked a mystery for me also. since i had my th350 rebuilt i havent been able to get it to kick-down and was pretty confused weather i hooked it up right or not. its funny how something so simple can be a stumbling block for some of us, oh well, i'll try this and let you guys know! thanks, frank.
