It may have seized (corroded) in place. Look for evidence of corrosion (white powder for aluminum hydroxide), or good old fashioned rust if a mild steel chrome plated cup. If it is mild steel, the dissimilar metals will weld themselves together chemically. You will have to coat them with antiseize once you get them apart.

I had some old ones a long time ago and the cap was an o ring fit. All others it slides in from the back of the rim.

These may be the Oring type as they spin by hand ok, just will not pop out ,might be the fact that it was
-23 Deg. here that day and the Oring is/was stiff. The tire shop got the slicks off Ok w/o pulling the caps, They are now back on the Nova w 28x12.5x15 M/T Sportsman I' s w an honest 10.5" wide tread

no, but has a narrower custom width 9" w Moser axles on multi leaf springs, tires are 10.5" tread (advertised as 10") and 12" section width Sportsman "I's" on 15x8" Weld Prostars w 5 1/2" rear spacing + a pr of 3/8" hub spacer plates. fender lips are rolled from its qtr mile days. Just look wider due to the section width.
