Theres 3 wires leading to the front blinkers, two on the bottom of where the 1157 bulb plugs in and one on the side of the socket, now when you turn the headlights on the amber lights come on like normal but, i want to disconnect the running lights, but still have the blinkers when i use the blinkers how would i do that???

Disconnect the wire for the running lamp. Of the 3 wires, the one on the side is the ground, of the other 2 one color is the same on both left and right, they will be the running lights. Disconnect in a way that will be reversable in case youchange your mind later.

Don't forget to refill the blinker fluid after you are done.;)

the only problem is the wires where painted black the whole engine bay was painted black before i bought the car, so is there a way to remove the bulb and with a dvom test the voltage? so headlights on voltage on then, blinkers on voltage on... for that wire.. correct?

One wire will be hot when lights are on, that will be the parking lamps. The turn signals can be checked by setting the 4 way to flash. This assumes you first check for the ground wire with a continuity check with lights (and flashers off).

you could clean the paint off of the wires. It will usually scrape off using your finger nail, or wipe them with paint thinner on a rag.
