Does anyone know where I can find an online free guide to rebuilding a small block?
Also other than a block, heads, crank, pistons, feul rail, carb, distributor, plugs, water/radiator/steering/breaking lines, and some sort of wiring what other essential things does the engine need?

You will actually need a text to read rather than an on-line blog, or op-ed piece. I recommend that you buy and read three books (run you about $60 bucks but it could save you thousands). They are:
"How to Build Max Performance Small Blocks on a Budget" by David Vizard,
"Engine Builders Handbook" by Tom Monroe, and
"The Step by Step Guide To Engine Blueprinting" by Rick Voegelin.
Once you have read these three books you will be familiar with all of the terminology, tools required, machine work needed, and have a handle on parts selection. If you find this idea distressful I would seriously recommend buying an assembled crate motor, as they are turn key and warranted and can be specified by desired power level for the dollar.

I have built hundreds of motors over the past few decades and I am a degreed engineer, but I feel I don’t know everything and have discovered it is more economical to read about something I am interested in investing thousands of dollars (even a bare bones rebuild costs hundreds) before I spend my scarce loot.

Dave Vizard has several other books that are right on. He is one of the best authors I know of.
The more you read, the better off you are and the better the material, the more you learn.
It seems the people on this board are pretty good and are willing to help with specifics, but you need to read the books first just to have a basic knowledge to build on.
